About the security concepts
Security is the condition, function and organization.
In general, security is a state of lack of danger or protection, but also the totality of activities (processes) to protect that state.
Security as an operating function is organized set of activities that protect a particular subject or the value (company, industry, etc..), especially its vital parts, from the carriers of each illegal activity or activities incompatible with the activities of that entity, within or outside of it and provide the required (optimal) security requirements by means of planning, organization, realization and control of (1) the protection of persons, facilities and operations, (2) implementation of regulations and establishment of the required discipline, (3) certain (security) measures, and (4) regulation and control of other issues for the importance of that entity.
The purpose (aim) of security and its implementation is:
- Protection of human life;
- Protection of freedoms and rights of employees in the organization (company);
- Protection of buildings;
- Protection of property;
- Protection and security of the law and regulations enforcement;
- Protection of confidential business data (information) and activities;
- Detection of carriers and perpetrators of illegal activities in and to the organization (company);
- Increase in productivity
The term security facitlity means: buildings, building complexes, certain (restricted or fenced) regions, areas and routes, assets (machinery, equipment, tools, vehicles, etc..), documents, treasures and other valuables (money, works of art, precious metals and minerals) and persons (people).
Registration service represents organized and planned activities of securing the facilities by occupying certain points in front of or inside the facility for the purpose of controlling the entry and exit of persons and equipment (mostly cars and goods). The aim of the registration service is to prevent the uncontrolled entry and exit and bringing in and taking out the assets (things).
Security guard service is planned and organized activity of securing the facilities by occupying the permanent or temporary points and regions on the perimeter (outer perimeter, border) and inside the security facility, in order to prevent the entry-exit of people in and carrying out of the property. The aim of the security guard service is to protect the security facility, primarily movable and immovable property from unauthorized removal of the same and the possible attack or any kind of danger from the outside.
Technical protection activities include planned and organized activities of securing the facilities by means of installation, activation, usage and monitoring of the systems (resources) of technical security. Technical protection includes counter-diversion and counter-intrusion protection. Systems (agents) of technical security are: video surveillance, metal detectors, explosives detectors, and detection of other dangerous gases, scanners ("ray" devices), motion detection devices, sensors for various purposes, especially reinforced doors and windows, special locks and other lock devices, access control devices and the like.
Security plan (elaborate) is a document which precisely defines the organization and implementation of security and generally it consists of:
- statement (conclusion) from the security assessment of security facility
- composition of security (the number of people per shift and positions, the method of shifts),
- equipment and weapons (type, number, the manner of handover and guarding etc..)
- The organization links and notification,
- the purpose and general duties of the security (registration service, patrols, guards, etc..)
- the authorities of security guards, especially regarding the right to use physical force, other means of enforcement, as well as firearms,
- specific responsibilities of individual bodies and employees and
- procedures in certain specific situations.
Hazard (danger) is a characteristic or ability of something or someone to potentially cause harm. Hazards may be:
- caused by (deliberate) will of man ("tactical" dangers);
- unintentional human activities;
- natural disasters and events that cannot be influenced ("accidents");
Risk is the possibility of occurrence of danger in conditions of activity and exposure;
Risk assessment is the process of valuation of the probability of occurrence of danger;
The facility (subject) of assessment is a physical facility (industrial complex, building etc.) person, space, event, activity (process) and such like.
